The City of Valley Park, MO is currently accepting applications for the position of Code Enforcement Officer. Valley Park is a growing municipality in West St. Louis County, MO seeking an optimistic, self-motivated, perceptive individual to grow with the community. This is a fulltime position with unconstrained development potential, under the direction of the Code Enforcement Supervisor.

Job Description:

The primary duty of this position is to perform inspections of residential, commercial and industrial property exteriors and enforce the adopted ordinances and codes of Valley Park, including property maintenance, zoning, storm water issues, signage, business licensing, and environmental issues, to ensure the public health, safety and welfare.

Minimum Experience / Training:

High School diploma or equivalent required, with vocational/technical training, property maintenance and or construction experience or any combination providing equivalent knowledge, skill and abilities preferred. International Code Council Property Maintenance Inspector Certification required within 6 months, with continuing education required throughout employment. Entry level experience will be considered with training available for an exceptional candidate.

Starting Salary Range:

Starting salary range from $33,000 to $37,000 commensurate with experience, along with an excellent benefits package.

Essential Duties and Responsibilities Include:

Responding to complaints regarding violations of the adopted ordinances and codes of Valley Park, MO and take appropriate action within established policy and procedure.

Issue violation inspection reports with required accurate information, Stop Work Orders, Condemnations, and Notices to Appear in Municipal Court, plus testify when needed.

Keep accurate, up to date records of all activities and communications.

Provide assistance, interpretations and advice regarding ordinances and codes to citizens, property owners, administration, staff and other agencies.

Requirements:

Valid Missouri driver’s license required.

Proficiency with computer software, e.g. Microsoft Office word processing, spreadsheet, desk top publishing etc. and ability to adapt to custom software.

Mental Abilities Required to Perform Essential Job Functions:

Ability to maintain a positive attitude and demeanor plus exhibit good customer service oriented behavior with interactions while communicating verbally or in writing with the general public, property owners, law enforcement and other personnel.

Ability to utilize a variety of reference, descriptive and/or advisory data and information such as inspection reports, summons, warnings, ordinances, municipal codes, statutes, procedures and guidelines.

Ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to establish criteria to define consequences and develop alternatives.

Ability to persuade, convince, influence, train and monitor in favor of a desired outcome. Requires the ability to act as a lead person.

Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgement to adopt or modify methods and standards to meet variations in assigned objective.

Ability to exercise the judgement, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measureable or verifiable.

Physical Abilities Required to Perform Essential Job Functions:

Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as inspection tasks.

Ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing and pulling objects and materials of moderate weight, twelve to twenty pounds.

Ability to work under potentially dangerous and uncomfortable conditions where exposure to environmental factors such as temperature and noise extremes, wetness, humidity, or dusts can cause discomfort and where there is a risk of injury.
